The number of Raqqa employees is 64 thousand of all ministries and directorates, teachers constitute the largest segment of them, as the number of employees in the Raqqa Directorate of Education 20 thousand.
The regime let off three thousands employees who have a new contract when the city was out of his control, beside to the agents and contracts below the year, he also paid the salaries to the employees through Deir Alzor city and Hama city recently , but during the last three months , some ministries let off hundreds of employees especially the Ministry of Irrigation and Saryko company that let off recently 300 employees , one of them said to RBSS , I was going to retire after one year before I received the letter of my lay off from the accountant , I went to the ministry to ask about this decision , they answered me that no return of decision, I don’t know how I will survive with my family because that salary was the only source of my livelihood
Also, some of the ministries asked from the employees to bring a paper from the recruitment in order to pay the salary, to see if the person is required to reserve service, that matter prevented 75% of Raqqa employees of males to go and take their salary being the reserve service is for all who are under the age of 50
According to the women ISIS tightened the screws on them with preventing them from traveling to take their salaries, which stopped the female employees in Raqqa from taking their salaries
One of the employees preferred not to be identified: the percentage of the employees who are not taking their salaries is about 70%, they are not traveling either because of fear of service, preventing women of traveling or in fear of the regime checkpoints, in addition to the lay off orders that was too much recently
All that pushing the employees to look for a new source of livelihood to survive with their families, and that what ISIS is providing and they strive to achieve it through continuous advertising about employment, and seek to recruit young men, which made the parents sent their children to join the ranks of the ISIS in order to secure food for rest of the family.
